Linking Populist Attitudes and Public Sector Stereotypes

Abstract 

Political science research highlights the increasing prevalence of populist attitudes among citizens, characterized by a simple binary worldview that contrasts the “pure people” with the “corrupt, self-serving elite.” Studies have demonstrated the profound impact of populist attitudes on citizens’ voting behaviors, political beliefs, and preferences. We argue that such attitudes may also shape how individual citizens perceive public organizations and employees, and, more broadly, the legitimacy of bureaucracy and state institutions. We suggest that citizens’ populist attitudes are particularly influential in shaping perceptions of the public sector within the context of populist governments. We develop and test a theoretical model that links citizens’ populist attitudes to specific stereotypes of the public sector. We theorize that citizens with strong populist attitudes are more likely to hold negative stereotypes of civil servants. While bureaucrats are usually stereotyped as inefficient, lazy, risk-averse, and incompetent, we propose that citizens’ populist attitudes are associated with viewing civil servants as corrupt, immoral, and overly powerful—echoing “deep state” narratives. Given that attacks on the bureaucracy are central to the agenda of populist governments, we hypothesize that these effects are especially pronounced among supporters of populist government coalitions. We test our hypotheses using a two-wave survey study in Israel. We analyze the multidimensional content of citizens’ stereotypes of public employees by examining and coding spontaneous associations. We examine their relationship with validated measures of populist attitudes as measured via validated scales (which we pre-tested in pilot studies), controlling for key political and demographic covariates. We further explore whether stereotypes vary across group labels (“bureaucrats,” “clerks,” “civil servants”). Our research contributes to political science and public administration research by advancing understanding of the implications of populism for citizen-government relations and the resilience of the rule of law amidst global trends of populism and polarization.

Saar Alon-Barkat (PhD, Hebrew University of Jerusalem, 2018) is an Assistant Professor at the School of Political Sciences at the University of Haifa, in the department of Public Administration and Policy. His academic research focuses on citizen-government relations, their shaping by broader political context and technological developments, and their implications for democracy. His current research projects focus on the impact of polarization and populism on citizens’ interactions with bureaucracies. Alon-Barkat has published articles in leading journals in Political Science and Public Administration, including the Journal of Public Administration Research and Theory, Perspectives on Politics, Political Behavior and Governance.

תקציר

מחקר ומעקב אחר שיקום יישובי עוטף עזה ופעילות מנהלת תקומה שהוקמה לאחר אירועי 7 באוקטובר 2023 בצו חירום ובאמצעות השעיית חלקים מן החוק, העלו תהיות על האימפקט של מצביי חירום ליצירת מרחב נשלט, שבו אופן הקצאת זכויות מייצר היררכיה בין קבוצות. מן התהיות חברנו להמשגה המרחבית שמציע אגמבן – “מחנה” – מנגנון מרחבי שבו החוק מושעה ומוחלף בהוראות שעה, צווים ותקנות שמקנות סמכויות חריגות לריבון. באמצעותו מיסגרנו באופן תיאורטי את חבל תקומה. מדובר במנגנון שאינו שקוף, פועל ללא בקרה ציבורית וסמכויות תכנון מואצות, אך לא בהכרח יעילות. הוא מגלם את הסתירה שבין השעיית החוק לשם יעילות, לבין היווצרות בירוקרטיה פגומה ובלתי שוויונית.

המאמר מרחיב מהמקרה העכשווי של תקומה אל מופעים של “מחנות” ששזורים בהיסטוריה של הגיאוגרפיה-משפטית-פוליטית של ישראל/פלסטין – יישובים בדואים לא מוכרים, מושבי עולים, מעברות, יישובים ערבים תחת ממשל צבאי, התנחלויות, שטחים, מצפים, חוות בודדים ושכונות עירוניות חדשות. בכל אלה החוק מושעה או מעוות לשם הפקת תועלת ריבונית וקולוניאלית-התיישבותית. הדגם של המחנה, לפי אגמבן, מייצר היררכיות של זכויות – בין אלה ה”ערומים” מההגנות שמקנה החוק לבין אלה שזכויותיהם משודרגות מעבר לקבוע בחוק. בין אלה בתוך המחנה, לאלה מחוצה לו.

הטענה המרכזית היא שישראל פיתחה במהלך ההיסטוריה ארכיפלג של מחנות – זמניים ומתמשכים – שחוצים את גבולות הזמן והמרחב: מ־1948 ועד היום, מן הנגב ועד הגדה, ומעזה לתוך הקו הירוק. המחנות זמניים בהגדרתם, אך בחלקם הזמניות לא תמה. הם תמיד נוכחים במרחב: כשמחנה מסתיים, יש ברקע מחנות אחרים – ותיקים וחדשים. ארכיפלג זה הוא התשתית למנגנון קולוניאלי‑התיישבותי שבו השעיית החוק הפכה לשיטה קבועה לניהול אוכלוסייה, חלוקת משאבים והרחבת השליטה הטריטוריאלית. לכן, המחנה, כתצורה גאופוליטית, אינו רק תגובה לחירום, אלא צורת ממשל שגרתית בישראל־פלסטין, המייצרת היררכיה של זכויות, עבודת גיבוּל (bordering) חברתית, ושחיקה של מוסר אזרחי ושל עקרון שלטון החוק.

עזה מוצגת כמחנה הגדול מכולם – מרחב שבו החוק מושעה לחלוטין אך השליטה הישראלית נמשכת בצורתה הביופוליטית, באמצעות פיקוח על תשתיות, גבולות וחיים יומיומיים. אירועי 7 באוקטובר פרצו את גבולות המחנה, ונשאו את האלימות אל מעבר לגדרותיו: קריסת גבולות, חשיפת הפגיעות של שני הצדדים, והקמת “חבל תקומה” שהופך בעצמו למחנה. בכך נוצר דפוס דואלי – עזה כמחנה של חיים הרוסים וחשופים, ועוטף עזה כמחנה פצוע ומוכה, אך מועדף ביורוקרטית בעודו כפוף לשלטון חירום.
